I haven't seen many of the Mantis tillers but I seem to recall that they were equipped with Walbro WYB carbs. If the engine runs OK at top speed, I'd suspect an obstructed idle circuit. If the carb is a WYB, I would guess it has fixed idle and hispeed jets.
